I have a Dell power supply model H275P_1 it says that it has 17 amp at 12v but when I apply 12v 9amp startup load it turns off

Hello guys, this power supply says that it has 17amp at 12v but when I apply the 12v 9amp startup load it turns off. actually, I have 3, 12v 35watt bike's front light bulbs attached as DC heating source in a small DIY wooden incubator. when I apply this load on startup power supply turns off. then I remove 1 bulb and run 2 bulbs it works fine, I want it to work well on all 3 bulbs
